The Proposal Administrator for Vector Solutions is responsible for reviewing and responding to complex RFPs (Request For Proposals) for government and commercial clients. This position will require technical experience in proposal development, proposal writing, and capture management. Duties will include, but are not limited to: technical writing, content creation, graphic design, project setup and administration, and file maintenance. The Proposal Administrator will: review customer solicitations; gather information and related documentation; write draft, subsequent, and final proposal responses; steer the internal review process; and submit the proposal and supporting documents as required.
Duties:
- Coordinate the proposal process and lead the kickoff meeting preparation, ensuring that the proposal outline and schedule are distributed, issues are addressed, and collaborator roles are assigned.
- Determine proposal requirements by identifying and clarifying objectives within the customer solicitations (RFPs).
- Gather proposal information by identifying information sources and coordinating with key providers and other internal contributors for additional information if needed.
- Edit proposals, executive summaries, company qualifications and capabilities, past performance references, resumes, and related marketing materials.
- Produce quality responses to RFPs by following proposal-writing standards, including readability, consistency, and tone, and incorporating win themes and strategies into the appropriate sections of the response.
- Obtain approvals (through reviews) and submit the completed proposal as required.
- Establish priorities and track target dates to ensure the proposals are submitted on time.
- Maintain records (within a SharePoint environment) of all proposals submitted.
- Gather and store feedback on proposals to help improve proposal content and process.
- Review and check for new business opportunities in platforms such as GovWin, Beta.Sam, and other capture management software.
- Reviewing, negotiating and administering government and private-sector contract and subcontract agreements, as well as Teaming Agreements and Non-Disclosure Agreements.
Required:
- Bachelor’s degree in English or other related discipline preferred, or equivalent work experience.
- Demonstrated experience writing reports, briefs, and similar content
- Excellent interpersonal, verbal, and written communication skills
- Above average familiarity and skill with Microsoft Word and other word processing and Adobe graphics software such as InDesign, InCopy, and Illustrator
- Strong attention to detail with strong critical thinking ability
- Highly organized and proactive, with an ability to work under tight deadlines and on multiple documents
- Ability to work collaboratively with a multi-disciplinary team
- Ability to follow established policies and procedures and work independently with minimal day-to-day supervision
- Willingness and ability to work long hours, weekends, and holidays as needed to complete proposals on schedule and meet tight deadlines with professional results
Desired:
- APMP certification (not required, but encouraged)
- Familiarity with Shipley Proposal writing and management system
- Minimum 3 years’ experience writing and editing Federal Government proposals and marketing materials. (Proposal graphics experience a plus)
Travel:
Must be willing to travel to the locations below, at minimum quarterly.
