Human Resources (HR) Technician ROLE We need an HR Technician for The Naval Surface Warfare Center Philadelphia Division (NSWCPD) HR Division. The NSWCPD is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This requirement is for NSWCPD Code 101 which is responsible for the Human Resources (HR) Division at NSWCPD. Your role as an HR Technician for the NSWCPD is to provide administrative support to the HR Division across various key areas. These areas include Labor and Employee Relations (LER), Staffing and Classification, Workforce Development, and Human Resources Policy, Planning, and Analysis. RESPONSIBILITIES Labor and Employee Relations (LER) Support Services:
- Provide administrative support for LER programs (e.g., Employee Relations, Labor Relations, Awards, Benefits, Workers Compensation, Telework, Leave, Performance, Health & Wellness).
- Schedule meetings, hearings, and manage meeting logistics.
- Verify and process employee awards, ensuring documentation and accuracy.
- Organize and maintain employee and labor relations case files.
- Process and track Workers Compensation forms and retirement estimate requests.
- Assist with telework program administration (e.g., tracking forms, approvals, and records).
- Support Command Awards ceremonies, including logistics and award distribution.
- File performance appraisals and generate reports using HR systems.
- Track and monitor telework and Workers Compensation agreements.
Staffing and Classification Support Services:
- Assist with in-processing new employees and conducting New Employee Orientation.
- Manage onboarding forms in USA Staffing, including security investigation documents.
- Scan and email payroll forms to finance; verify new employee data in E-Verify and Selective Service.
- Print, review, and verify personnel actions for accuracy.
- Support HR at career/job fairs by uploading resumes and organizing applicant information.
Workforce Development (WFD) Support Services:
- Maintain and update Command training tools, including course registration and attendance tracking.
- Monitor mandatory training requirements and report delinquent completions.
- Support the Academic Program Manager by tracking course completions and service agreements.
- Assist with onboarding program materials and logistics.
- Deliver and collect training materials, including course evaluations.
Human Resources Policy, Planning, and Analysis Support Services:
- Maintain and update Command training tools, including course registration and attendance tracking.
- Monitor mandatory training requirements and report delinquent completions.
- Support the Academic Program Manager by tracking course completions and service agreements.
- Assist with onboarding program materials and logistics.
- Deliver and collect training materials, including course evaluations.
REQUIRED SKILLS/EXPERIENCE
- Minimum of 3 years of HR Experience which shall include experience in each of the following areas:
- Labor and Employee Relations, Staffing and Classification
- Workforce Development (WFD)
- Experience working on human resources laws, policies, rules, and procedures for the aforementioned program areas.
- Possess knowledge of Government regulations, policies, and practices under Title 5, United States Code.
- Possess knowledge of other statutes and legal Authorities for Federal Human Resources.
- Intermediate knowledge of Microsoft Office Suite Programs
REQUIRED EDUCATION / CERTIFICATIONS
- Minimum of a High School Diploma or GED.
